The Clerk’s office values the health of our customers and employees. Several precautions have been taken to maintain a safer environment, such as providing employees with hand sanitizer and gloves. Facilities have also increased cleaning times in all county buildings and placed large containers of hand sanitizer in public areas. Everyone is encouraged to use telephones and video conferencing instead of face-to-face meetings as much as possible. We are adding new ways to interact, including online options and new Recording Services drop boxes at the Clearwater and St. Petersburg locations. Most importantly, we continue to monitor the situation and work closely with our judicial and government partners on a coordinated response to ensure the safety of our customers and employees.

What's Changed:

Per the Florida Supreme Court Administrative Order 20-23, Amendment 4 all jury proceedings, including grand jury proceedings, jury selection proceedings, and criminal and civil jury trials, shall remain suspended until 30 days after the chief judge of a judicial circuit has determined that the circuit or a county within the circuit has transitioned to Phase 2 pursuant to Florida Administrative Order AOSC20-32. All summoned jurors have been excused and will not be rescheduled.

Per Florida Supreme Court Administrative Order 2020-23 Amendment 4 and Administrative Order 2020-008 effective Monday March 23, the Sixth Judicial Circuit Court of Florida will suspend assorted proceedings and hearings for an unspecified time, addressing only "mission critical" cases, such as first appearances, detention hearings, terminations of parental rights, issuance of warrants/authorization of wiretaps, and other emergency matters as determined by each judge. The Clerk's Record Center located at 14155 49th Street North has been permanently closed to the public. Records requests can be submitted online or by calling (727) 464-6171. All other office locations remain open during normal business hours.

As of Tuesday, March 24, all Clerk’s office job postings and applications have been suspended until further notice.

Effective May 18, the Clerk's office will resume performing marriage ceremonies at all three office locations in Downtown Clearwater, St. Petersburg and North County. The couple must have a valid marriage license. Please be advised that all CDC and social distancing guidelines will be followed and ceremonies may be performed outdoors depending on the location. No more than seven people (in addition to the couple) will be able to attend the ceremony.

Due to Passport Services in Miami closing to the public as of March 19, expedited passport applications will not be accepted. The Clerk's office remains fully operational and will be accepting routine passport applications. However, the normal processing times for passports may be impacted.

The Clerk’s office will not issue writs of possession for mortgage foreclosure actions, or for eviction actions related to non-payment of rent by residential tenants due to COVID-19, through July 31, 2020 pursuant to Executive Order 20-159. All other writs of possession will be issued in compliance with Florida Law.

On April 28, 2020, Pinellas County Board of County Commissioners authorized two programs funded through the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act to provide emergency assistance to those heavily impacted by the COVID-19 pandemic. Financial assistance to individuals and families is managed by Pinellas County through 2-1-1 Tampa Bay Cares. Assistance to businesses that had to close or significantly reduce operations due to the pandemic is being provided through Pinellas CARES Small Business Grants.

The Clerk’s Spending in the Sunshine website provides information on CARES Act spending. Upon entering the website, select Expenditures and then Advanced Search. In the Spending Category field, enter COVID-19-Cares Act. This category is used only for the CARES Act individual, family and small business payments.

If you or your family have lost a job or income due to impacts from the COVID-19 pandemic, you may qualify for one-time financial assistance to pay for basic expenses such as rent and utilities. You can only apply for assistance to cover COVID-19-related costs that have not already been paid for by insurance or by another federal program.

Eligibility requirements are outlined in the Pinellas Cares Flyer (English Flyer) (Spanish Flyer). If you meet all of the qualifications, please apply no later than July 7, 2020. For other ways to cover some of your basic needs, please call 211 or visit the 211 website

During this time of social distancing for your convenience and safety, effective immediately we will be conducting attorney appointments by telephone only until further notice. Our attorneys are able to provide the same competent assistance over the phone as an in-person consultation. Although the attorney will not be able to view your respective forms, they are able to go page by page through your packet to ensure you have completed all sections required for you to file your paperwork. Be sure to make yourself available at the time of the appointment. Be advised that the attorney will make only two attempts to contact you at the number provided. Refunds will not be provided if you are unable to take the call at the designated appointment time nor will missed appointments be rescheduled. The Clerk appreciates your understanding during this time.

The Clerk’s office continues to accept domestic violence injunction petitions at our offices located in Downtown Clearwater, St. Petersburg and the Pinellas County Justice Center. These cases will continue to be scheduled for return hearings if ordered by the court.
